I came across this picture ... Taken in a ghetto ... any ideas ?? The guy's tie is certainly not textbook :-)

I would not be surprised when he is from the "Arbeitseinsatzverwaltung" Labor Mobilization Adminstration). In the early beginnings they occasionally did wear civil with riding breeches and boots.
Another possibility is that he is a civil driver.

In my opinion the worn badge is different. Have a look at the lowest part of the oval.
