It's possibly a crudely-made old Germanic runic ring, but it's much more likely a modern, fake ring. It's not the work of a period German mfgr., and looks like the work of a modern amateur who doesn't understand ring design. The shape also doesn't mirror the shape of rings from that period. I say no.
