There were a number of different spoon designs produced as part of the AH Formal and Informal Services; you will want to visit Matthew's website at "Hitler's Nest" -- http://www.hitlersnest.co.uk -- to get an idea of the variety of pieces that were available to make up a particular meal setting. While dinner knives and dinner forks are standard when making up a place setting, spoons would vary depending on what the menu called for. IMO the spoon nd164th is inquiring about may also have been used as a serving piece, given its size and, again, the menu.
There's more information on AH silverware in Yannes' book "The Encyclopedia of Third Reich Tableware" - don't know if it addresses placement issues though.
