Help with RZM-marked Collar Device

I bought this recently, described as an HJ collar device, but was wondering if this is so. I have never seen the like. Marked RZM M1/*48 (mark is partially obscured) with no attaching prongs or holes. Approx. 50 mm tall.

There is at least one period portrait with an HJ or DJ member with the Austrian style Edelweiß. Also, members SA Group Südmark were authorized to wear this on a patch on the side of their kepis.

Is this an unfinished one (no prongs) or were they sewn on?

These never came with prongs or holes punched--they'd be sewn on.
