Identification of unknown uniform

Can anybody identify the uniform at this pic?

I offer the member-book at E-stand (together with a award certificate), but i cant identify the uniform.
Can it be a political leader?

Early Politischer Leiter Uniform wearing the cap without svastika cockade (would say 1934/35). Seems to be an "Ortsgruppenleiter" or an "Amtsleiter" in the "Ortsgruppe" der NSDAP => see collar tabs rank table below (surely light blue piping) and no velvet band on the cap.
