Not only does this man sports very unusal a Heer national eagle on his tunic, but also is it placed above the wrong (left) breast pocket!

Very likely to denote his service within a Army unit.

Could very well be, for example like this French volunteer tunic.

Since they did not wear the NSKK sleeve eagle, it is possible the former owner of this tunic choose to wear the Heer eagle above the breast pocket..?

This driver from the NSKK in post 1 is not necessarily a foreign volunteer but he is serving in a unit that is supporting the Heer
and becaues of that he has a Heer breast eagle on his uniform, but on the opposite side, meaning he is not a Heer soldier, just affiliated...

The Reichsbahn truck drivers (see images below including RB drivers patch on left arm) did the exact same thing,
but had true Heer uniforms issued and moved the eagle over to the other side as well (as they were not full Heer either just support troops assigned to Heer (supply) duty! Shoulder rank insignia is RB and they wore RB transportation unit numerical cyphers in metal on the collars after removing the Heer collar litzen. (Pictures borrowed from another thread showing this practice).
Apparently much more common with RB drivers in Heer service!

Here's more Reichsbahn truck drivers in Heer support service wearing a WH uniforms with modifications (top without shoulderstraps even)...
and WH side caps.
No doubt the NSKK driver in post 1 followed the same practice! Unusual but not unheard of! Would look odd with a ribbon bar below the eagle!

I share your thoughts Nick, interesting those Reichsbahn images.

But would this NSKK member than also still wear a sleeve eagle? Not being a foreign volunteer of course. That would be a new one for me.

True! A WH breast eagle on the opposite chest + NSKK sleeve eagle would be over-kill! Agreed!
Foreigners in NSKK did indeed usually wear their legion shield instead of the NSKK sleeve eagle...while serving in the NSKK
(but there are known deviations based on period pictures!)
So with that scenario a chest WH eagle would not look strange in combination with a foreigner NSKK sleeve shield!
The NSKK collar tab with metal eagle is also usually associated with foreigners in NSKK service serving outside of the Reich
and could have been worn by Reichsdeutschers and volksdeutschers as well I believe, in such units serving in occupied countries,
so outside of the Reich...

Later SPeer troops also wore chest eagles of course, either WH or LW (but in the proper position) when assigned to support those branches.
No sleeve eagles of course and NSKK eagles were adopted for Speer use, modified often by removing the NSKK scroll !
