Was there ever a time that NSDAP Orts rank 4 pocket tunics did not have the piping and just the piping on the collar tabs or was there always supposed to be piping on the NSDAP tunic collars?

I have seen some tunics being without collar piping on period photos of PL Leder's . -
Many of the lower ranks and especially within the local (Orts) level, tunics were worn without piping, as period photos show.Comment

I once bought a political tunic w/pants and hat from a vet, and had blue piping on the collar edge,as it did on the hat, but no tabs. Never could figure out why, as I thought they all had tabs of one sort or another, but then have seen photos where they had no tabs or piping. Anyway, here is a chart on insignia , but doesn't broach that subject.
