Interesting shoulder strap - what is it?

I would sincerely appreciate any information on this shoulder strap. It is black with silver bullion piping and a silver bullion stripe. The numerals are chain-stitched with silver cloth thread. The shoulder strap has remnants of the paper tag on the reverse. What organization did it belong to?

It might be a non RZM transitional H.J. shouder strap for an Obergefolgschaftsfuhrer. Just a thought.

It all looks period , however , diffenitly non regulation . I agree with Daren ...if original ," Transitional" made aprox 1938 from a private source that did not know the regulation codes specified by the RZM . BTW , I`d love to have it .
