Thanks, Wim, though I had not read it as M11/19 -- though I hasten to add that that may well be the right number and the Deumer firm may have made this medal. Is that who you believe the maker of this medal to be? My reference was from a book published a good while ago by Robin Lumsden in which he provides a list of identified LDO numbers, some of which do not have the "L" prefix, and he lists "19" as representing the firm of E. Ferdinand Weidmann of Frankfurt. Since Coburg's 25 year medal has "19" stamped to the ring, I simply offered a possibility as to what that number may represent.
I agree with Wim--production of NSDAP loyal service crosses was under the jurisdiction of the RZM so they were not allowed to be produced by LDO companies (unless, of course, the LDO company also had an RZM 11 license for producing them).

Good information; thanks Erich. Since the three grades of NSDAP Long Service Awards came into being in April of 1939, which was at least four years after the RZM system was fully operational, I have to wonder why these awards were excluded from providing the full license number on each piece, and instead showed only the firm's individual code on the ring? (Of course, I also still wonder why the GPB was excluded from carrying the manufacturers' RZM codes -- M1/52 and M11/10 for Deschler & Sohn and M1/95 for Josef Fuess?)
