NSKK collar tab set

They look promising to me (both cardboard backed was seen just like zoll tabs ) and the blue NSKK pattern RZM label is certainly genuine,
but wanted to run the set by the experts...
Thoughs on foreign volunteer tab eagle pin?

I think the RZM label with a 'D' tariff is too high for a low production cost set like this.
I would expect a 'B' label at most.
