what is this bugle/horn?

Hello got offerd this today and is not my field of collecting so I know nothing about it. The eagle looks roughly made. Sorry about the blurry pictures all I had was my phone at the time.

Hello, the photos are really bad. Is possible better and detailed photos of the whole piece and the eagle? In any case this eagle seems re-applied to a old horn.

I would walk away from this one. Looks like an Indian made hunting horn with a poorly done fake SA eagle attached.
