Looks like it might be RAD related.

It represents the worker, the soldier and the farmer. Indeed it does look like a variation on some of the Arbeit Adelt plaques that were RAD related.

An interesting piece! I don't see "RAD" here, though; it seems more of a patriotic plaque extolling the military as central to maintaining industrial and agrarian life in Germany.
