DPB = Deutscher Pfadfinderbund, I think?

As you say, most likely it may be Pfadfinderbund, but the Pfadfinderbund's emblem was the Scouting fleur-de-lis, as found on their belt buckles. The stickpin's emblem looks to me like the point of a javelin; perhaps a merit award for javelin throwing ??
