I have never heard that a pg. could keep their original number. After all, the party was reformed from scratch in 1925.

#28 refers to his joining on March 23rd, 1925, his 45th birthday.

I would also agree with Erich, though a caveat might have been that he was also a holder of the BO? That fact might have cut him some slack with FX Schwarz...? Perhaps he had a believable reason for letting his NSDAP membership lapse, other than mere carelessness or lack of commitment?
