      The cording looks good, and the base wool might be okay although it's a little fuzzier than usual. The visible stitching seen on the underside is definitely not factory done--it might have been damaged during the period and repaired by the SA member, or the damage may have occurred more recently. If the sewing thread is cotton, I would think it would be impossible to tell when it was applied.

          Board

          It's possible that the underlay is wool felt, instead of woven wool. You tend to see this mostly on early, 1st pattern SA shoulderboards. This could be an early 2nd pattern board (1938 era). The top looks normal.
