Hi,
this looks like an NSRL sports eagle to me. depending on size this could be the centerpart of a NSRL flag pole top.

not from a flag pole top. only has the swaz on one side.

probably from a mounted desk award.

do a search for "nsrl eagle" and you will find similar ones.
