Thanks, Gerdan. I think the armbands read "Hilfszollmann". What kind of hats are they wearing?

it is all customs. The man holding the belt is without any doubt the Reich Finance Minister von Krosigk. He is wearing appropriate early war collar-patches.
The field-cap worn by the Hilfszollmann looks quite strange.
For those that don't know: von Krosigk was the "big boss"'from customs!

Hi,

great picture. The writing means Hilfszollmann. Those were local people from occupied territories, mainly estonia etc, who supported the Zollgrenzschutz.
