If I didn't know any better, I would have thought he is wearing a Verwaltungspolizei tunic. Pehaps attached to Terboven's staff.

Thank you for the input JoeW, yes I also thought of that as an option, both the shoulderboards and the collar tabs looks most definetively to be VWP, but what disturbs me is the lack of piping around the collar and front of tunic, as all other VWP tunics I have seen has this feature. I just wondered what type of uniforms junior officials in the diplomatic corps were issued?

Perhaps he is wearing a type of feldbluse. Below pictured is a rather unique and rare example I have for Gendarmerie officer.

Very interesting tunic Mr Cameron, thank you for showing. Yes it could be a similar type of tunic on the RKN photo, I feel we are closing in on the mystery:-)
