    Tabs

The tabs are SS - The SD dept. wore blank tabs, I believe - The RZM tag is for the SA, and doesn't belong there. I can't comment on the originality of the tabs - I'll leave that to the SS cloth experts.

      sa/ss tabs

They do seem to be an unfinished pair of SS tabs. The word "halb" (German for "half") placed horizontally on the RZM tag means that one firm made the tabs and a second manufacturer who finished the tabs - embroidery, metal devices, etc - would then place a second, conventional RZM tag on the the opposite tab.
You see incorrect RZM tags placed on items from time to time. Either the manufacturer was confused as to how the tags were meant to be used (the RZM Mitteilungsblatt is full of corrections and warnings to manufacturers about not exactly following the RZM instructions) -- Or the worker who made the tabs simply was too lazy or misinformed about what tag to place on what item.
      Just a thought.
