Not only that, but why would the RZM endorse such an eagle and this style was never seen at fairs nor documented in photos?

A friend of mine found also such an bird in an river in Germany.I have now the
great question what kind of bird is it .

Both of the eagles referred to in this discussion look good to me, and I don't think they're specific to any organization. IMO they're generic eagles for award plaques or some similar use.
