Was Organization Todt purely slave labor??

In my reading of "Hitler's Jewish Soldiers" by Dr Riggs, I keep hearing of half & quarter jews being sent to Organization Todt with references to this being "slave labor". Yet I also have seen versions of the Org Todt identity papers (their version of soldbuchs) with photos of members in uniforms. It seems odd that slave laborers would be issued these types of IDs. Was it a 2-tiered organization with slaves & guards?? Thanks, Bill
