Very rare to find brassard (NSKK-Armbinde) für Nicht-Parteimitglieder) with the buckle to fasten. As Guy Mauve says specifically for those that were not members from the NSDAP, as worn as such about 1933 through 1934 or about!
Party-members did wear the NSDAP membership-pin upon the tie; the non party-members the NSKK civil-pin.
