What kind of political uniform?

Hi,
this is a political leader with a uniform and collar tab before 1937. The tab has 2 collums meaning in the Ortsgruppe Ortsgruppenleiter. This this is a b/w picture it is not possible to say that this person was in Ortsgruppe Kreis etc since the tabs had different colors .
