Npea breeches??

Hi, i have got these breeches for many years. They are in a different goldbrown tan then the usuall Party pants and i think they are NPEA pants. The pants are buttoned up on each side and unfortunatelly the tailer mark was cut out ( see picture) other then this they are in a super condition. What do you think about this pants?
The shirt on top was put there for color comparison.
