Chit good for 2 Hitler Youth Uniforms

I got this in an SS Tokenkopf grouping, but am guessing that it is something left over from the soldier's HJ days.

It is either a chit to receive two uniforms, or a receipt for having received them (I am guessing the later, but would like some advice).

Does Trainingsanzug mean something like "Light Duty Uniform"?

The rubber stamp on the back looks like it reads "Bann Starkberg (930) 2"

It's for a sport training uniform--like a workout sweat suit.
