Thanks guys! The exact award criteria I am not sure of, but it was awarded to foreigners for "assisting in the war effort"

The version with swords was awarded to army personnel and without swords to civilian personnel.

The one without swords above was awarded to manager of Helsinki general hospital in Finland during the war. The other awardee remains unknown but was an officer in Finnish army.
