Hi,
As ETN has said, this is an SA Reserve stickpin. Given to members of old comrades associations (i.e. Stahllhelm etc) who would be called upon to support the SA in case of civil unrest where they would presumably be given emergency police powers.
I'm sure there is an old thread on these pins on the forum.
When I bought my first example of this pin in Germany several years ago, the seller did not know what the pin was and both of us speculated that it could be TR period Lufthansa cabin crew insignia!
