SA STAB CUFFTITLE?? estand

What is this cufftitle,its not the usual Stabschef cuff and its not in any books I know of.It just says STAB not Stabschef also,was there a cuff for the Stab only?.Its listed as SA but what is it really??

Nice piece, but I can't find it in any contemporary documentation as being an SA sleeveband. I don't know what it is.
