Reichseesportschule cap tally? HJ?

This came in a grouping and didn't know where to post it...
Seems that I cannot find any information on this tally to determine originality or whatsoever, so any help would be very much appreciated.

The cap tally reads "Reichseesportchule II - H.J. - Seemoos"

The only info I could get from the web is that, assuming I am right, Seemoss is a little town in the lake Konstanz, in southern Germany. So I guess they gathered there for practice.
The guy it belonged to went through the MarineHitlerJugend, to the RAD, to finally end up in the WH in the GJR141.
Is this a rare item? I mean as it seems it can't be found any info on it...
