    What kind of collar tab is this?

    The color is kind of a burgundy.

    SA Obersturmbannführer -- if the pips and cord are silver, it's for SA Group Westfalen.
    If gold, it's for SA Group Ostland.

            The tab came with this board. Are they from the same rank and perhaps person?

              It's the appropriate rank, but the tab looks earlier, so the matching shoulderboard would more likely have gold cord, instead of white. Later regulations changed to white for ALL Gruppes, so it iS possible. But if they actually belong together, what happened to the other collar tab?

                It is probably the matching board to the tab. The tab is likely of earlier vintage but would not have needed to be replaced when the new shoulderboard(s) were implemented. So the officer likely had his old board replaced with this "new" type. The tab piping looks more like darkened silver than gold so it's more than likely the matching piece. Tell the vet that the next time he's in a war, he needs to make sure he takes both collar tabs as souvenirs!
