Private maker versus RZM. Even the RZM made different styles.
Period photos show many different minor variant styles of Political tunics.
These were not military issue tunics

the first is RZM the 2nd design private
here is the difference between the 2 even the fabric used is not quite the same
tailors therefore had a flexible working

why are some jackets in the pockets of low bias?

Pocket size is just based on the style and cut and size of the tunic; owner's preference too.
They also had the lower slash walk out dress pockets and the more common square cut pockets.
RZM regs spell it all out in several pages, but like many things during that period, not so closely followed as we are lead to believe by many reference books. Period photos are the best source for what was and was not worn during the period.
