Born 7th September 1898, Demann headed section VII of the propaganda ministery. From 1932 on he was in charge of the central lie defense group of the Reichspropagandaleitung of the NSDAP.

why do you think, that he retired in 1938 as minister?

In 1936 he promoted from "Ministerialrat auf Widerruf" to the rank Ministerialrat (military equivalent Colonel), see the ranklist:

The birth date is from the Bundesarchiv, reference R 55/21768. R 55 stands for Reichsministerium für Volksaufklärung und Propaganda.

It is not a minister, a "Ministerialrat" is a principal/undersecretary.

The reason for his early retirement could be a serious illness.

Demann is stood next to the Propaganda minister in the picture i posted.
