This should probably be posted in the SS section, as I believe it was an SS insignia. I don't like the proportions, bullion work, or backing, but you may want to see what the SS folks think.

This insignia is for SA-men who were incorporated in the SS-Totenkopfverbänden on a voluntary base and was introduced in 1940. They wore this insignia on the right arm.

Like Erich said it all, this is a complete fake.
