HJ Pennant?

Hello,

I have found a batch of hard paper made black pennants (?) all with a different colour (Red, Blue, White, Green , Yellow). Hand painted with the JungVolk sign.
I have no idea what they where used for. Game, pennants??

The D.J. Oberbann structure used red, yellow, green, blue, black and white colors. I've never seen this type of hard paper pennants before. Maybe used for an assembly area at a Lager, rally or something? Just a guess.
