Has anyone ever seen a set of cufflinks like these before or know of their use?

Patriotic jewelry. They look like standard construction, probably pre-war.. Any markings on back? Centers celluloid, painted , or porcelain ,or ?

There were many of these unofficial designs produced and often advertised in the IB and other magazines. They would date to the early 30s--most likely 31-32. Originally available at a low cost, the cufflinks allowed someone to show his support for the NSDAP in a subtle way. Nice!
