This is a DJ rank insignia. The DJ used sleeve insignia and lanyards to denote rank instead of pips and litzen like the HJ. They sell for anywhere between 20 and 45 usd depending upon condition and if they still retain the RZM tag on the reverse. It's a fairly common starter youth insignia.
