Hello cckw~

I am by no means an expert on this decoration but I do not like this one. The eagles legs, oval wreath, small swastika and the suspension ring and ring attachment are all wrong for this award in my opinion.

Maybe someone a little more in the "know" can weigh in on this one..

It's a fake.

As actual evidence of it being a fake, it was sold by Delta International of Lafayette, California, shown in their old December 1986 catalog as item #175, retail @ $24.50. It had the same identical marking.

OK, cool. My assessment of the quality was that it is fake. But I once discarded some nasty old rope/twine off of a German helmet. So I play it safer now on things I don't know.
