Possibly. The leather backings to the cross strap fittings are more associated with the Reichswehr or early Wehrmacht.
Are there no markings at all on the leather?

I believe these belts are being sold on e-pay by a Bulgarian seller,
so could they be Bulgarian, but sold as German?
Item description is: WWII ORIGINAL GERMAN OFFICER'S LEATHER BELT FOR LUGER

I was (am) in doubt on these: they look ww2 period and LOOK german, but are they...? I'm not into old bulgarian army gear. They sure are not for german wehrmacht officers as description says...
