This is uncle Willie's tunic. I don't have his last name yet but it was the firefighters fathers uncle who wore this tunic.

What is the rank? What is the black piping?

The tunic is tailor made so it has no rzm label inside. I also have an rzm political tie. To whic uniform it belongs I don't know but am sure it can be used with either.

What would a fair re-sale price be for this one?

Kreis wore black piping, and covered the rough equivalent of a US county.

His duties could have encompassed any of the myriad of functions of the NSDAP Kreis; perhaps staff work for the Kreisleiter, or working in the organization section, etc.
