There was Stahlgießerei Kaiser & Co in Ückermünde. In this foundry the eagle could be made.

      Eagle

This style of eagle was used to hold stacked newspaper in place from period newspaper stands. They are usually found with a tripod type of base. I have found several of these at German fleamarkets years ago.

                  Hello,
I have also wondered what these eagles were for. I have heard different uses for them and even I believe heard on one of the forums that they are bogus pieces. Does anyone know for sure what they were used for? To hold stacked newspapers, in govt offices or what. Perhaps even just an item used for display? Having a tripod on the back would make me think the comment about holding stacked newspapers make sense. Most of the one's I have seen are like the first one shown and look a little crude to be placed in govt offices, although the one shown by Military certainly is of a higher quality compared to most I see. Just wondering if anyone knows definatively what use they were for.
                  Thanks,
                  Duzig(Bill)

There were numerous patterns of decorative eagles of which these are 2. Pre 34 they could be bought by anyone and used for a pro NSDAP display, meeting hall decoration, etc. After the 33/34 law restricting the use of the party symbols, most were no longer allowed to be produced unless by an RZM licensed company. The type with the forked base were usually used as a desk, mantel, or table decoration, and could have been used as a newspaper weight, as could a brick or rock. They weren't specifically made to be newspaper weights.
The styles pictured here have been reproduced as has the type with the stand, but the reverse, hanging setup, and details are different than the originals.

I used to have one like the one Military is showing in his picture the quality is superb and the material is bronze.
Here is the thread where I asked about the same info, hope this helps.
