    The headgear for judges was developed in the earliest 1900's with the military headgear, the Krätzchen, as its sample. A sort of barett (Allgemeine Verfügung vom 17 März 1913).
    The form with the photograph looks as the one for Bavaria. The Prussian judges did wear a form that was an early form, as the one worn during the Third. Reich.

    A new form was worn since 1933, which further was developed in later years and got its final form in 1936. NOT EVER an eagle was worn with any of the many forms!
    The photo shown is dated 1939. The person photographed anyway is wearing the old form of headgear…..
