State Services Armbands

I have the opportunity to purchase these three armbands. Can someone please explain to me who would have worn them and what the difference is between the black & white versions?
There are two yellow ones and although they look identical I just thought I'd show them anyway.
What would be the max I should pay for these??

It means in service of the Reich (Government). Usually in Yellow. Perhaps in white (if its real) its for foreigners serving in the same capacity? (an assumption based on the Wehrmacht service armband...)
I've seen these being worn by Polizei men, postal employees etc...
