Seriously Confused on this Neck Piece

First off i want to apologize in advance for more than likely listing this in the wrong place. I am new and could not decide where to list it. i am looking for some serious collectors and experts to help me identify this strange neck piece. It has come from a us vet and when his daughter brought it to me it looked so cheap and strange I didnt know what to make of it. I will also post a few of the other items from the same vet. His US stuff looked good but I wasnt sure about the pennants, arm bands and this neck piece. I'm also wondering even if it is fake, what is it called? Thanks so much in advance for your help.

Looks a nice clean original piece.

RZM M1/128 is attributed to: Eugen Schmidhaussler, Pforzheim.
