Help whit a brown cape please.

I do have a brown cape that i would like to know more about.

IMO it's a rain cap with optional expansion for a backpack for the HJ, BdM, or RAD. I have period advertisements showing the expansion aspect for those organizations. It could certainly have been purchased for use by an SA member as well, or early SS, etc.
I have an SA rain cape but it's more like the standard type, and is labeled as such.

There have been a label on this cape, but if it was an maker label or a nametag, that i dont know.
