Piece of a political flag?

Guys:

I was looking through some old pictures of things that used to be in my collection and came across this. I picked this up in some obscure west Texas location and always wondered what it was. I figured that it was a corner piece from some sort of political flag but was never sure. It measured about 10" x 10". Any ideas?

It's of better quality than usually found, with the embroidered eagle rather than the standard printed type. Maybe the Reserve units had a bit more RMs to spend on their command flags--I've got one for a Reserve unit Standarte that also has the embroidered eagle.
