NSDAP Armband - Depart. Leader @ Local Level?

Hi Everybody,

Am I right in thinking this armband is for Departmental Leader's at Local Level (blue piping)?

Also, there is an arrow on the inside. Again, am I right in thinking this should be worn pointing upwards (the direction of the oakleaves) to facilitate correct wear?

And finally, any idea what this is worth? There are two moth holes to the right-bottom of the swastika (they've been repaired).
The seller is after £350 but this seems overpriced to me.
