Just acquired this interesting photograph from Hannover, there seems to be a concoction of different uniforms here, the guy far right for instance..any ideas?..front NSDAP official pre 1939 insignia?

The NSDAP official looks to be a Kreisleiter

The one on the right is wearing an SA Bergrock and trousers with Gamaschen--he' s got an Edelweiß on the side of his cap but I can't tell if it's Austrian or Bavarian.
