Looks more like a civilian jacket--jackets of this style (but with normal shoulder seams) are still available in various fabrics in Germany and Austria in the mountain areas (or at least they were 15-20 years ago). With the raglan shoulders, it's made like a raincoat.
I've seen them in leather, linen/cotton, linen/wool, waterproof cotton, wool, and so on.
