Pascal--see Headgear of Hitler's Germany Vol. 2 p. 299--there is a Political Leader in a navy-blue uniform wearing what could be this style cap, but w/o the wreath--I never had noticed this uniform type before, but the PL is wearing his PL insignia on a dark-blue uniform.
