Yes I agree it does appear to be that style (NSKK overseas cap without eagle patch). I have pictures of NSKK men serving as tram conductors... so there is a link between the two.
Perhaps that cap was adopted in this case minus eagle. Note that light rail was a municipal or private enterprise so uniforms varied per city, per region... not like Reichsbahn which was state run and therefor had a national uniform style.
It is unclear if the cap buttons have the NSKK eagle... Usually such strassenbahn schaferinnen wore visor caps! Nick
